Abstract

Urban recreational parks play a significant role in enhancing the quality of life and fostering social inclusion. Nevertheless, persons with disabilities encounter serious limitations in utilizing these public spaces. The objective of this research is to evaluate the accessibility of parks within the third district of Kabul City for persons with disabilities and to identify the prevailing obstacles. This study employed a descriptive-analytical methodology with a mixed-methods approach. Data was gathered via systematic field observations, using a checklist based on the Americans with Disabilities Act (ADA) standards, and through interviews with 29 participants. The quantitative findings show that the average accessibility score of the parks is merely 54%. Kabul Zoo had the highest rate of compliance at 63.3%, while Chamchamast Park had the lowest at 45.6%. Primary challenges comprise improper entrances, non-compliant ramps, a lack of dedicated accessible restrooms, and socio-psychological barriers. These findings underscore the necessity of infrastructure reform and attention to universal design principles. In this regard, a pilot design for the implementation of these standards in "Nawruz Park" is presented as a template.
